People can go to the Oshkosh Public Library, if they need a witness when they fill out their absentee ballot.
Someone needs to watch them complete the ballot and sign the envelope. They also have to bring a photo ID to the library.
Only one absentee voter will be allowed in the building at a time.
The witnesses will be there during regular library hours.
