The new owners of the former Smith Elementary School building in Oshkosh believe they’ll need TIF money to move forward with their plans.
Developer Tim Hess says the improvements that need to be made would limit any potential profit. He says the district deferred maintenance to the building, including the roof.
Hess and his group plan to preserve much of the original architecture at Smith School, while converting the building into 25 market-rate apartments.
