The City of Oshkosh will rely on private funding to make improvements to the new Lakeshore Park.
City Manager Mark Rohloff says the Parks Department does not have the budget to build anything on the site of the former golf course but he predicts service groups and donors will fill in the gaps.
The Oshkosh Advisory Parks Board is finalizing its plans for the former Lakeshore Golf Course site.
That plan should be in place by the end of the year.
